On January 16, 1920, the 18th Amendment was inducted into the constitution. This Amendment made it so that the manufacture, sale, and transportation of alcohol was "prohibited" or in other words not allowed. But this left room for loop holes, consumption was still allowed and many criminals took advantage of that.
The Volstead Act enforced prohibition, and made it so criminals would be punished if found guilty. Which many would soon find out was harder to prosecute these criminals than they thought it would be.
