Repeal, unlike Prohibition, was very quick and none painful. Unlike the beginning of prohibition, repeal was seen as an amazing idea by the larger part of the U.S.. They had seen that nothing but trouble, poverty, and deaths had come from enforcing an unenforceable law.
Countless efforts to make people want to vote for the right to drink alcohol spread all of the U.S. this created buzz and many bootleggers tried very hard to make it so alcohol would stay illegal. The reason for them being against alcohol is because they needed a demand for alcohol to be able to make a profit off of alcohol in the black market.
So it was settled, the U.S. would vote for repeal and if 36 States ratified the 21st amendment, alcohol prohibition would no longer be mandatory.

One Thing Can Make A Difference
In 1933, Utah was the 36th state to ratify the 21st amendment, marking the end of prohibition and the beginning to the 21st amendments being enforced. Now people could produce alcohol legally in the United States and alcohol distribution was also made easier.
